James LeMoyne, Acting Special Advisor to Secretary-General Kofi Annan on Colombia, told a press briefing at UN Headquarters in New York that the efforts of Colombian President Andres Pastrana and the leaders of the Revolutionary Armed Forces of Colombia (FARC) guerrillas had helped to prevent a wider war and gave the peace process a much better chance for success.Mr. LeMoyne also recognized the role of the Vatican and the Catholic Church in Colombia, as well as the responsibility taken on by the regional leaders, particularly Cuba, Mexico and Venezuela, in reaching such an agreement.The resolution of the latest crisis produced an accord between the two parties in an attempt to resolve extremely difficult issues by 7 April, the Special Adviser said. Those issues include the end of hostilities, a ceasefire, a reduction of violence against civilians in the country, and the issue of the paramilitaries – a third armed force that had not been given political recognition.”These are very, very hard issues,” Mr. LeMoyne said, “and we believe that they probably all can’t be resolved by April 7. But incredible progress can be made in dealing with them and we are willing to help.”At the same time he stressed that both sides should at least reach a humanitarian accord to stop the killing in a 40-year-old conflict that had resulted in the deaths of thousands of people. “The armed actors in Colombia have got to stop murdering and kidnapping and displacing and massacring the Colombian people,” Mr. LeMoyne said. “The civilians are by far, overwhelmingly, the victims of the conflict.”The Special Advisor noted that the forces at play in Colombia had the weaponry, capacity and economic finances to have a prolonged and destructive war. C’est l’invention pratique à mettre en œuvre qu’a expérimentée une équipe de chercheurs en Tanzanie.Les chaussettes sales faisant office de pièges à moustique pour lutter contre la propagation de maladies mortelles telles que le paludisme, la dengue, ou encore la fièvre jaune, c’est la découverte originale qu’ont fait des chercheurs en Tanzanie, rapportée par l’AFP, ce mercredi.Avec le soutien de la fondation Bill et Melinda Gate, l’équipe de chercheurs dirigée par Dr Fredros Okumu de l’Institut de la santé Ifakara, a découvert que le moyen le plus efficace pour piéger les moustiques est de les attirer grâce à la senteur des pieds. Pour tester la technique, les chercheurs ont alors demandé à des volontaires de donner des chaussettes qu’ils portaient depuis au moins dix heures. Celles-ci ont ensuite été placées à l’extérieur des habitations de zones rurales en Tanzanie.D’après les résultats des expérimentations, ce piège odorant attirent les moustiques quatre fois plus que ne le ferait un humain. Cité par l’AFP, le Dr Fredros Okumu nous apprend que par la suite, entre 75 et 94% de ceux qui sont tombés dans le piège ont été tués. “Lorsque les moustiques pénètrent dans le piège, ils sentent quelque chose qu’ils croient être un humain, ils tentent de le piquer et plutôt que de sucer du sang, ils se font tuer par un insecticide ou un agent biologique”, ajoute ainsi le Dr Okumu.Une méthode simple et efficaceÀ lire aussiDengue : symptômes, traitement, prévention, où en est-on ?Si elle a donc prouvé son efficacité, cette technique se veut complémentaire des moustiquaires et des insecticides. Des insectes responsables de la dissémination de plusieurs maladies et notamment le paludisme qui fait aujourd’hui partie des fléaux des pays en voie de développement. En 2009, près de 800.000 personnes sont décédées de cette maladie parasitaire, dont 90% vivaient en Afrique et 92% étaient des enfants de moins de cinq ans. The Bank of England and Financial Conduct Authority (FCA) will not apply bonus cap rules to smaller firms.The FCA and Prudential Regulation Authority (PRA) have informed the European Banking Authority (EBA) that they will comply with all elements of the EBA Guidelines on sound remuneration policies, except for the provision that limits on awarding variable remuneration to 100% of fixed remuneration, or 200% with shareholder approval, should be applied to all organisations that are subject to the Capital Requirements Directive (CRD).The FCA and PRA state that the approach to the bonus cap given in the guidelines is not representative of their interpretation of CRD, and that they consider the application of the rules to smaller firms to be disproportionate.The PRA and FCA will continue their current approach of requiring smaller firms to determine an appropriate ratio between fixed and variable remuneration for their business while not applying the bonus cap.All large CRD-regulated firms must continue to apply the bonus cap.Andrew Bailey, deputy governor, prudential regulation at the Bank of England and chief executive officer of the PRA, said: “We have had an extensive debate on the issue of proportionality with our European counterparts. The PRA attaches a great deal of importance to the principle of applying policies in a proportionate manner consistent with the legal provisions. We have followed the principle of proportionality, which in practice means that smaller firms, which pose less risk to the safety and soundness of the financial system face lower regulatory requirements.”Steven Cochrane, partner at Pinsent Masons, added: “The PRA has consistently opposed the bonus cap and its universal application, considering it to be a bad policy. It was not clear, however, whether the PRA and FCA would sustain their public opposition after finalisation of the EBA guidelines, which rule out any CRD firm escaping the cap on grounds of ‘proportionality’, no matter its size or how relatively ‘safe’ its business.“Many firms will be pleased about this. Obviously, they will include firms which now have a reasonable hope of not having to apply the bonus cap for the first time from 1 January 2017.“But other firms already subject to the cap, and which will not be released from it by the UK regulators’ stance, may also be encouraged that this statement could reinforce a broader debate about whether the cap should be retained at all.” read more

Over the past year a number of major cities declared they had ended veteran homelessness — including Phoenix, New Orleans, Salt Lake City and Louisville — as part of a federal initiative, Zero: 2016. Now, three states are on track to achieve the same goal.One strategy shared by the three states — Connecticut, New Mexico and Rhode Island — is tracking homeless veterans by name, reports Stars and Stripes. In Rhode Island, the individuals are ranked by their likelihood of dying if they remain on the street based on a vulnerability assessment conducted by advocacy groups, reported Stars and Stripes.A committee meets weekly to find permanent housing for each person, with much of the discussion focusing on overcoming challenges preventing an individual from moving into an apartment, such as having a criminal record.Eric Hirsch, a professor at Providence College who works with the Rhode Island Coalition for the Homeless, says veterans may still experience homelessness in the state, but they can now be housed within a reasonable amount of time.“The goal is that no one, after the end of 2015, no veteran will spend more than 30 days in a shelter; we will move them into permanent housing within that 30-day period,” Hirsch told Rhode Island Public Radio.The state is emphasizing a “housing first” strategy, which prioritizes getting people into permanent housing, he said. Once homeless veterans are placed in an apartment, they are offered a range of services, including substance abuse and mental health counseling.State funding to subsidize rents for homeless veterans is another factor helping making a dent in veteran homelessness in Rhode Island, according to the story. Residents and Harris County officials want the waste pits dug up and completely removed.“Galveston Bay is one of the most precious estuaries into our entire nation. And we need to see this site fully removed now rather than pushing it onto further generations,” said Jackie Young, director of the San Jacinto River Coalition.But the companies involved in paying to clean up the site point to a study released this month by the U-S Army Corps of Engineers. It warned that digging up the site could release some of the toxics into the river. The pits currently have a protective cap of rock and other material, a cap the report said could be beefed up and might contain the waste without removing it.In a part of statement emailed to News 88.7 from one of the companies involved, McGinnes Industrial Maintenance Corp., the company said:” “(The Corps’ report) clearly spells out very real and measurable risks associated with excavating the site. As the report itself notes: ‘If a storm…occurred during the actual removal/dredging operation, the likelihood of extremely significant releases of contaminated sediment occurring is very high.’” The cap would be far less expensive than what the community group wants.“This is a battle between local communities and corporate giants over money,” the group’s Jackie Young told News 88.7. She says total removal of the waste could cost $100 million whereas reinforcing the existing cap might cost tens of millions of dollars less. The U.S. Environmental Protection Agency’s regional office in Dallas tells us it’s “finalizing a proposed plan” and will release it within the next few weeks after then take public comment. read more
